New River and Desert Hills are unincorporated areas where many residents previously relied on water delivered by state-licensed water haulers from fire hydrants located in Phoenix. As of August 2018, water is hauled from a filling station operated by EPCOR. That means most New River properties don't have a water main connection at all — water arrives by truck delivery and is stored in a cistern (storage tank) on the property. A submersible pump moves water from the cistern into the home's pressure system.
For properties on private wells, the situation is different but equally specific: a well pump at the bottom of the borehole delivers water to a pressure tank, which maintains system pressure between pump cycles. The aquifer depth, pump capacity, and pressure tank sizing all affect daily water availability and system performance.
If you're on a cistern / hauled water system
- Low water pressure is most often a failing cistern pump or a waterlogged pressure tank — not a municipal supply issue
- A cistern that runs dry before the next delivery means the pump is drawing air and cycling dry, which destroys it quickly; this is an emergency call
- Water quality from hauled supply can vary; a whole-home filter or RO system downstream of the cistern is a common and sensible addition
If you're on a private well
- Well pump output declines as pumps wear — gradual pressure loss over months is a common early sign
- Pressure tanks lose their air charge over time; a tank that's waterlogged causes the pump to short-cycle constantly, wearing it out prematurely

Large loads from outbuildings and equipment
Horse barns, RV garages, shops with 220V equipment, well pumps, water treatment systems, exterior lighting on large lots — the aggregate electrical demand on a New River acreage property often far exceeds what a standard residential panel was designed for. A 100-amp panel that was adequate when the home was built in 1992 may be maxed out today with a modern household's appliance load plus barn equipment plus well pump plus EV charger.
Long underground runs
Distance from the main panel to an outbuilding or barn commonly means longer underground conduit runs with voltage drop considerations — sizing the wire correctly for the distance matters more than in a standard suburban install. Older service entrances
New River's housing stock spans from 1970s ranch builds to recent custom homes. Older homes in the 85087 zip code sometimes have service entrances and panels from the 1980s or earlier — Federal Pacific and Zinsco panel brands that have documented safety concerns, and weatherheads that haven't been inspected in decades. Power outages are more common in rural North Valley properties than in urban areas — both from weather events and from the longer distribution lines serving lower-density areas.
