GFCI vs. AFCI Breakers

What's the difference, and where Arizona code requires each

We get some version of this question almost every week: "My inspector said I need an AFCI breaker, but I thought GFCI was the one for safety?" Both are for safety — they just protect against two different things, and mixing them up is easy because the acronyms look similar and the breakers themselves look almost identical on the panel.

Here's the short version: a GFCI breaker protects people from shock. An AFCI breaker protects your wiring from fire. Most modern homes need both, in different rooms, and code has gotten more specific about exactly where over the last two decades.

What a GFCI Breaker Actually Does

A Ground Fault Circuit Interrupter watches for current leaving the circuit somewhere it shouldn't — say, through a person instead of back through the neutral wire. It trips on imbalances as small as a few milliamps, fast enough to prevent a lethal shock. This is the technology behind those outlets with TEST and RESET buttons you see in bathrooms and kitchens, except a GFCI breaker protects the entire circuit from the panel instead of just the outlets downstream of one device.

GFCI protection matters most anywhere water and electricity are likely to meet: bathrooms, kitchens, garages, outdoor circuits, laundry areas, and unfinished basements. The 2020 NEC expanded this list further, extending GFCI requirements to receptacles up to 250 volts in these areas — which in practice means things like dryer outlets in a garage can now fall under the requirement too.

What an AFCI Breaker Actually Does

An Arc Fault Circuit Interrupter is looking for something different: the electrical signature of arcing, which happens when current jumps a small gap instead of flowing cleanly through a conductor — a loose connection, a nicked wire behind drywall, insulation that's degraded with age. Arcing generates intense, localized heat, and it's a documented cause of house fires that a standard breaker won't catch, because the current levels involved don't necessarily look like an overload.

AFCI protection is required under NEC 210.12(A) for 120-volt, 15- and 20-amp branch circuits feeding most living spaces in a home — kitchens, family rooms, dining rooms, living rooms, bedrooms, closets, hallways, laundry areas, and similar rooms. In practice, that's most of the house outside of bathrooms and unfinished exterior spaces, which fall under GFCI rules instead.

Do You Need Both in the Same Circuit?

Sometimes, yes. A laundry room circuit, for example, can fall under both AFCI and GFCI requirements at once. Rather than stacking two separate breakers, most panels today use a dual-function AFCI/GFCI breaker that handles both protections in a single unit. If you're adding or modifying a circuit in a room that requires both, that's typically the right call rather than trying to satisfy each requirement separately.

Why This Matters for Renovations, Not Just New Construction

A common misconception is that AFCI/GFCI requirements only apply to new homes. In reality, NEC 210.12(D) requires AFCI protection any time you extend or modify an existing branch circuit into one of the covered rooms — even in a home built decades before AFCI breakers existed — unless the extension is under 6 feet and adds no new outlets. So if you're adding a receptacle in a bedroom, finishing a room, or doing panel work that touches an existing circuit, code may require you to bring that circuit up to current protection standards as part of the job, whether or not the rest of the house has it yet.

Nuisance Tripping: A Real Complaint, Usually a Real Cause

AFCI breakers get a reputation for nuisance tripping, and it's not entirely undeserved — certain older appliances, some motor-driven equipment, and wiring with minor insulation imperfections that were never a problem before AFCI protection can trigger trips that aren't a genuine arc fault. The fix isn't to disable or bypass the protection; it's to diagnose whether the trip is a compatibility issue with a specific device or a real developing fault. We treat a repeatedly tripping AFCI as a diagnostic call, not a breaker swap.

The Bottom Line

If you're not sure whether a circuit in your home needs GFCI, AFCI, or both, that's a normal question — the code has changed enough times since 1999 that a lot of homes have a patchwork of protection levels depending on when each room was last touched.
