We get this question a lot from people who just had a home inspection: "The inspector flagged my panel as a Federal Pacific — should I be worried?" It's a fair question, and the honest answer takes more than a yes or no, because the history here is genuinely more nuanced than most of what gets said about it online.
The Short Version
Federal Pacific Electric (FPE) "Stab-Lok" panels and Zinsco panels were both installed widely in American homes from roughly the 1950s through the early 1980s. Both brands have a documented design concern: their circuit breakers can fail to trip reliably under overload conditions. A breaker's entire job is to interrupt a circuit before it overheats — a breaker that doesn't trip when it should allows that overheating to continue, which is the mechanism behind a number of electrical fires investigators have traced back to these panels over the decades.
Neither brand was ever formally recalled in the United States. That's an important, often-misreported detail — but it doesn't mean the concern isn't real, and it's worth understanding why the distinction exists.
What Actually Happened
The U.S. Consumer Product Safety Commission opened a formal investigation into Federal Pacific breakers around 1980, following reports connecting the panels to fires. The agency's own testing found that a meaningful share of Stab-Lok breakers failed to meet Underwriters Laboratories trip-rate standards under overload. In 1983, the CPSC closed the investigation without issuing a recall, citing budget constraints and insufficient data to make a final determination — not a finding that the panels were safe.
That closure didn't end the scrutiny. Independent researchers, including electrical engineer Jesse Aronstein, continued testing FPE breakers in the years after and published findings showing failure-to-trip rates well above what's expected of a properly functioning breaker. Separately, a 2005 New Jersey court ruling found that Federal Pacific had fraudulently labeled some Stab-Lok breakers as meeting safety standards they didn't actually meet. Zinsco panels present a related but mechanically different concern — a design flaw where the breaker's connection to the bus bar can loosen over time, leading to arcing and overheating at the connection point rather than a trip-failure issue specifically.
How to Identify a Federal Pacific Panel
Homes built between roughly 1950 and 1990 are the most likely candidates. Look for:
- A "Federal Pacific Electric" or "FPE" label on the panel's front cover
- A "Stab-Lok" label inside the panel, typically near the center or side
- Breakers with a distinctive red stripe running across the switch face
How to Identify a Zinsco Panel
Zinsco panels were most common from the early 1960s into the early 1980s. Look for:
- A "Zinsco," "Sylvania," or "Magnetrip" label on the panel
- Breakers with red, green, and blue colored toggle switches — a fairly distinctive look compared to modern panels
If you're not sure what you're looking at, that's normal — don't remove the panel's inner cover to investigate further yourself. The brand markings are visible on the outer door or breaker faces, and anything beyond that is electrician territory.
Is It Illegal to Have One?
No. A Federal Pacific or Zinsco panel that was legally installed decades ago isn't automatically out of code just for existing, and you're not required to replace one simply because of its brand. What we'd tell you honestly is that these panels carry a documented, independently-verified concern that most other panel brands from the same era don't share, and replacement is what we — along with most electricians and home inspectors — recommend as the resolution, rather than swapping individual circuit breakers.
Why Breaker Replacement Doesn't Fix the Underlying Concern
This is the part that surprises people: if you have one of these panels, replacing an individual failing breaker with a new one doesn't resolve the documented issue, because the bus bar design and breaker retention mechanism — the actual source of the concern — stays the same. A new breaker stabbed into a Stab-Lok bus bar is still using the same connection system. That's why panel replacement, not breaker-by-breaker swaps, is the standard recommendation once one of these panels is identified.
